Multi-Cultural Alliance Bylaws

 

Article 1- Name, Purpose

 

Section 1:        The name of the organization will be the Multi-Cultural Alliance (MCA).

Section 2:        The Multi-Cultural Alliance is a volunteer student group which works toward recognizing and celebrating diversity in our school community, as well as in our American culture. The Alliance hopes to accomplish these goals by sponsoring events, volunteering in the community, and creating an environment which appreciates diversity. The Alliance is the main sponsor of the Dr. Martin Luther King Day celebration and the co-sponsor of Culture Fest.

                       

Article 2- Membership

Section 1:        MCA is open to all Notre Dame Preparatory students.

Section 2:        To become an official member, one must help plan and execute one of MCA’s major events and be present for at least two meetings each semester.

a.       The Executive Board will identify “Major events” at the beginning of each year.

b.      Attendance at meetings will be recorded by the MCA’s secretary.

c.       For the members from the previous year, membership will carry over into the new school year. Official members must, however, continue to follow the guidelines of Sec. 2 in order to fulfill official membership status for next year.

d.      New members may not run for president or vice president roles.     

e.       New (probationary) members may run for secretary.

Section 3:        Probationary Members. To become a probationary member, one must be present at two meetings in the first semester. Probationary members will be recognized after the first semester. Probationary members will be recognized as full members, based on the criteria in Sec. 2, at the end of each school year.

 

Article III – Meetings of Members

Section 1:        Meeting times and agenda items will be set by the executive board. Meetings will be announced a minimum of four days prior unless for an emergency. A tentative calendar of meetings and events will be set at beginning of each year.

Section 2:        Executive Board Meetings are set by the President and only involve the board members to discuss future events or deliberations.

Section 3:        Mandatory or general meetings. These are meetings of the entire MCA (official and probationary). The meetings will be announced as “mandatory meeting.” Attendance is required.

 

Article IV – The Executive Board

Section 1: The Executive Board is responsible for the reputation and direction of the Multi-Cultural Alliance.

Section 2: The board shall have up to three members.

a.       The Executive Board must meet at least once every quarter at an agreed upon time and place. The meetings should be held a day prior to the general meetings or at the discretion of the President.

b.      Board Elections.

1.      The president and vice president must be elected before the year’s end at the club’s last general meeting.

2.      The secretary must be elected in the new year. The election must be held no later than the third general meeting.

c.       Qualifications for running.

1.      For President and Vice President. Candidates must meet the guidelines found in Article 2. The president and vice president must be an official member and a speech must be presented.

2.      For secretary, candidates must prepare a speech to be presented at the election meeting.

3.      Those who want to run for office must be in membership standing by following Sec. 2, Part a. b. c.

 

d.      Right to vote.

1.      Voting for President and Vice President

a.       Only those who are official members and meet voting qualifications (those who have attended a total of ¾ of meetings) can vote for president and vice president.

b.      The candidates may vote.

c.       The outgoing president and vice president may vote in the election.

e.       Offices and Duties.

a.       President

1.      The President will oversee or arrange for other members of the executive board to preside at each meeting.

2.      The President ensures that the club is functioning effectively.

3.      S/he discusses future events.

4.      S/he oversees the club as a whole.

5.      Sets agenda, official calendar, and meeting dates.

6.      Establishes relationship with other clubs at Notre Dame Preparatory and also other high school or non-profit clubs in the area.

b.      Vice President

1.      S/he is an advisor to the president.

2.      Becomes acting president is absent of the President at a meeting or event.

3.      Helps the president oversee the club.

4.      Works to sustain and/or increase membership base.

5.      Establishes relationship with other clubs at Notre Dame Preparatory and also other high school or non-profit clubs in the area.

6.      Convey information about other clubs to MCA.

7.      If an event is scheduled with another school, program, or club, this information must be conveyed in the form of writing to the Executive board.

8.      Must attend meetings for the Culture Fest.

c.       Secretary

1.      Keeps attendance at meetings.

2.      Records what is decided, discussed, and postponed during the meetings.

3.      Reminds the president what is old business and new business.

4.      Presents president with what is coming up and daily events.

5.      Informs members about when/where the meetings are with the use of posters, flyers, and announcements.

a.       Must be announced at least four days ahead of time unless late notice because of an emergency.

 

Article V – Voting

Section 1:        In order to vote, a quorum must be attained (at least 60% of the body including the board.

Section 2:        In order to vote for the president and vice president, one must be an official member. (Guidelines Article II, Sec 2.) For other positions, official members and probationary members may vote. (Article IV, Sec 2, Part f).

Section 5:        For sake of privacy, all executive board election voting will be done on paper and be counted by moderator/teacher sponsor.

 

 

 Article VI- Amendments

Section 1:        These Bylaws may be amended when necessary by a two-thirds majority of the official members and the Executive Board. Proposed amendments must be submitted to the Secretary a minimum of three days prior to a general meeting.
